How and where can I obtain the EPB standards and technical reports?

If the set of EPB standards is used in different countries, will -for a given building - the energy performance rating be the same for each country?

No. Each EPB standard is unambiguous, but allows specific choices (input data, methods, sources) at national/regional level to accommodate regional differences in climate, building tradition and user behavior. See section on flexibility

Why are not all EPB standards available at global (ISO) level?

The set of EPB standards was originally initiated by the European Commission to support the European regulations EPBD). Nevertheless, several EPB standards have been prepared or revised as combined EN ISO standards under the so-called Vienna Agreement between CEN and ISO. Other CEN and ISO working groups have decided, for practical reasons, to wait with cooperation until the European (CEN) standards are completed and published (2017). See Background

Each international (ISO) standard is relevant at global level, so also in Europe. So why are many standards published as combined European and global international (EN ISO) standard?

Is it correct that the set of EPB standards is mainly relevant for Europe?

No. The set of EPB standards was originally initiated by the European Commission to support the European regulations EPBD). But several EPB standards are relevant at global level (EN ISO standards), for instance the overarching EPB standard. Moreover, each EPB standard allows specific choices (input data, methods, sources) at national/regional level to accommodate regional differences in climate, building tradition and user behavior.

If a country adopts an EPB standard, it can make use of the specific choices given in Annex A of that standard (template for the choices). Other changes would not be in line with the standard. See Flexibility (national choices)

Yes. For instance a value depending on the application or specific conditions or year of construction. As long as the result is a value for the required input data.

A country cannot prescribe specific choices for the use of a EPB standard in their country in general. But a country (or region) can prescribe specific choices for the use of a EPB standard when used to assess the energy performance in the context of its building regulations. A country can also prescribe different sets of choices, for different applications (e.g. new versus existing buildings, residential vs. non-resid., …).
