The regulation BEN controls the calculation of the energy consumtion of a building. The content of this regulation gives the energy delivered to the building. Energy performance, the primary energy number, is calculated according to a correlation in the building code BBR. In Swedish. It is often referred to this regulation, BEN, in the Swedish National Datasheets.
